Documentan implicación de la USAID norteamericana en la represión de los años 70 en Uruguay

El pasado 12 de marzo el diario uruguayo "La República" publicó una nota sobre la implicación de la USAID de los Estados Unidos en el suministro de armas a los organismo policiales uruguayos.
"Winchester 225". Documentos indican que el Escuadrón de la Muerte usó un arma donada por la AID.
Heber Nieto fue asesinado con un rifle que Dan Mitrione le encargó a la DNII.
Estados Unidos le entregó cuatro Winchester 225 a Inteligencia policial. Los usaron miembros del Escuadrón de la Muerte que llegaron vestidos de overol, en un Maverick, a la Escuela de la Construcción aquel 24 de julio de 1971. La "rara" bala que mató al estudiante coincide con la del rifle, que hoy estaría en manos de su asesino. Sobrevive un testigo que puede declarar ante la Justicia.
Cuatro rifles Winchester modelo 70 calibre 225 que la Agencia Internacional para el Desarrollo (AID) donó a la Dirección Nacional de Información e Inteligencia (DNII) de la Policía uruguaya fueron utilizados por el Escuadrón de la Muerte para asesinar al estudiante Heber Nieto en el Instituto de Enseñanza de la Construcción (IEC) el 24 de julio de 1971.
Documentos obtenidos por la historiadora Clara Aldrighi en el archivo central del gobierno de Estados Unidos (National Archives and Records Administration, NARA) en Washington, demuestran que las armas habían sido solicitadas por el agente Dan Mitrione en 1969 y otorgadas el 17 de febrero de 1970 junto a otros suministros que la AID entregó a la Policía uruguaya.
Según el material documental que la historiadora aportó a LA REPUBLICA, las cuatro armas largas recién llegaron a Montevideo en setiembre de 1970, semanas después de aquel 10 de agosto en el que el instructor norteamericano fue ejecutado por el Movimiento de Liberación Nacional°©Tupamaros (MLN-T), que lo había secuestrado el 27 de julio de ese año. Mitrione había sido enviado a Uruguay en 1969, luego de trabajar para el Departamento de Orden Público y Social (DOPS) de Brasil en el perfeccionamiento de la tortura durante el interrogatorio de opositores a la dictadura brasileña que derrocó en 1964 al presidente Joao Goulart. En Uruguay trasladó su experiencia a la DNII y a la Policía antidisturbios.
Los documentos
Los facsímiles del archivo del Departamento de Estado estadounidense pertenecen al documento "Proyect Budget Submission fy 1971" correspondiente a un acuerdo con la Agency for International Development (AID), en el marco del cual entre 1964 y 1973 Uruguay recibió 2.131.250 dólares en entrenamiento, comunicaciones, vehículos, armas y municiones. En la página 3 del informe se detalla la cantidad de equipos entregados: estaciones móviles, señales de frecuencia, antenas, máscaras de gas, sirenas, diversas armas, cámaras, 900 granadas y 272 proyectiles de gas, un ómnibus y 65 sedans Ford Maverick, entre otros materiales. Entre las armas, se anota el envío de 4 rifles calibre 225, sobre los que se amplía en la página 28 del documento con el siguiente detalle: Descripción: "Rifles Winchester cal. 225", Cantidad: "4". Costo Total: "600.00" Expedido: "2/17/70". Fecha de Llegada: "9/70". Destino: "Policía de Montevideo. DNII". La Dirección Nacional de Inteligencia también recibió 40 revólveres calibre 38 especial. La ayuda de la AID a la Policía uruguaya corresponde al año fiscal 1970, solicitada en 1969 por el jefe del equipo de Seguridad Pública en Montevideo, cargo que ejercía Dan Mitrione. Muerto Mitrione, en Uruguay comenzó a actuar el Escuadrón de la Muerte. Desde julio de 1970 realizó una serie de atentados, asesinó a Manuel Ramos Filippini e Ibero Gutiérrez y desapareció a Abel Ayala y Héctor Castagnetto. La Justicia indaga esos casos, a los que deberá sumar el crimen de Heber Nieto.
A sangre fría
Prácticamente un año después de la muerte de Dan Mitrione, el 24 de julio de 1971, se produjo el asesinato del estudiante Heber Nieto, quien trabajaba junto a otros estudiantes en la azotea del Instituto de Enseñanza de la Construcción (IEC) ubicado en Arenal Grande y Dante.
Heber Nieto estaba ayudando a la construcción de nuevas aulas en el techo del IEC. Lograr aquella conquista había implicado una dura lucha gremial contra los interventores de la Enseñanza y una ocupación de cinco días. Hacer aquellos salones era casi una celebración para los estudiantes.
Heber estudiaba en la Escuela de Industrias Navales y había ido a ayudar en forma solidaria. Su hermana Eva y el novio de esta pasaron a buscarlo después del mediodía. Les dijo que luego los alcanzaría. En el centro estudiantil se organizaba un peaje de finanzas en apoyo a los trabajadores de Cicssa.
Junto a una veintena de estudiantes Heber removía la carpeta asfáltica y el contrapiso de la terraza que daba a Arenal Grande para levantar los cimientos de los nuevos salones, cuando se escuchó el ruido de disparos y la corrida de los jóvenes que realizaban el peaje.
Al observar los disparos de la Policía contra los estudiantes, comenzaron a arrojar escombros desde la azotea. Los policías se alejaron hacia una esquina y volvieron a disparar, apoyados por otros agentes de la Seccional 5ª que se sumaron a la balacera, según distintos testimonios.
El director del IEC, Fernández, dialogó con el subcomisario a cargo y negoció el retiro de los policías y la continuación de las obras que realizaban los estudiantes. Todo se había calmado cuando aparecieron los agentes de la DNII con su propio director, el inspector Víctor Castiglioni, a la cabeza.
El IEC fue rodeado y la zona desalojada. Fue entonces que llegaron tres Maverick particulares y dos "chanchitas" policiales. La crónica de la época en "Al Rojo Vivo" explica que del último Maverick sacaron cuatro rifles con miras telescópicas que fueron repartidos entre quienes no estaban uniformados.
Vestidos de overol gris, ingresaron a las obras de construcción del Banco de Previsión Social (BPS), esquinado al IEC. Trabajadores del Casmu sobre la calle Colonia pudieron ver a los francotiradores que se instalaron y dirigieron sus armas con miras telescópicas hacia la azotea donde trabajaba Heber Nieto.
Uno de los francotiradores apuntó hacia la única puerta de salida de la azotea, una casilla que obligaba a subir tres escalones antes de alcanzar la escalera de ingreso al local. Reguló su mira telescópica adecuándola a los 30 metros que lo separaban de sus víctimas y esperó...
El edificio de enseñanza técnica fue sorpresivamente ametrallado y se arrojaron gases lacrimógenos, a la vez que se producían disparos de armas cortas y largas. En la azotea del IEC quedó la marca de las balas disparadas a 70 centímetros de altura.
Heber Nieto y los otros estudiantes en la azotea del EIC debieron arrastrarse para eludir los disparos, pero al llegar a la salida, tenían que subir los tres escalones para traspasar la puerta. Heber fue el último en salir y por su altura debió apoyarse en el marco. Entonces fue que recibió dos impactos.
Una bala le dio en el brazo y la otra ingresó por su axila, le perforó un pulmón y se alojó en el corazón. Heber llegó a advertirle a sus compañeros que había sido herido. El local fue invadido y varios estudiantes detenidos; el cuerpo de "el monje" fue sacado por los policías.
Un multitud que los consejeros de la embajada estadounidense en Montevideo estimaron en 15 mil personas en su informe a Washington, acompañó a pie y cargando a mano su ataúd. Sólo las flores iban en la carroza fúnebre de la empresa Martinelli. Heber fue enterrado el 25 de julio y su crimen continúa impune.
Testigo de cargo puede declarar
El periodista Rodolfo Porley Corbo, actual secretario de Derechos Humanos de la Asociación de la Prensa del Uruguay (APU), era en 1971 cronista del diario El Popular y se especializaba en noticias juridico-policiales. Escribió una serie de notas sobre el asesinato de Heber Nieto y encontró entonces a un testigo que nunca llegó a declarar ante el juez actuante. "El asesinato del estudiante Heber Nieto con un rifle con mira telescópica desde el edificio en construcción del BPS a un medio centenar de metros tuvo un testigo insospechado para los policías que lo perpetraron, que pertenecían de uno de los Departamentos de la Dirección de Información e Inteligencia, los que siempre actuaban vestidos de civil en automóviles Maverik, los mismos que también fueron vistos merodeando en zonas de decenas de atentados con explosivos y ametrallamientos a domicilios de dirigentes políticos de izquierda, abogados de presos tupamaros, y locales de partidos del Frente Amplio que se acaba de formar cuatro meses antes", narra Porley.
"Decenas de mis crónicas en El Popular registraron esos hechos, como el ocurrido una semana antes con la desaparición de Abel Ayala. o una semana después con la ejecución de Manuel Ramos Filippini. Pero con todo detalle y en exclusivo, gracias al referido testigo. fue posible testimoniar detalles del asesinato de Heber Nieto en la azotea de la única planta que entonces tenia el Instituto de la Construcción de UTU, a la que se accedía por una pequeña casilla con puerta hacia lo que entonces era la Terminal de Ómnibus, en la intersección de Arenal Grande y la entonces llamada Dante", cuenta.
"A una cuadra, desde la oficina de uno de los pisos del edificio principal del BPS, todo se pudo ver aquella fría, gris y trágica tarde del sábado 24 de julio de 1971. Nadie podía suponer que ese solitario funcionario cubría trabajos extras esa tarde. Por los grandes ventanales que daban directo al edificio de UTU a una cuadra vio los prolongados sucesos del peaje, quemas de neumáticos, intervención de bomberos y de policías regulares. Hasta que allí, a sus pies, en un baldío en la esquina opuesta de Mercedes y Daniel Fernández Crespo (entonces Sierra) estacionó el Maverick en el rincón que quedaba oculto del edificio de UTU", agrega.
"Poco después volvieron a ascender los de particular y el vehiculo tomo por Mercedes hacia la Escuela de la Construcción. Pero se detuvo a media cuadra, descendió uno de los de particular por la puerta de la derecha, se agacho un poco y del piso extrajo el arma larga. Rápidamente se corrió tres metros ingresando en un espacio del muro en construcción. Se lo vio parapetarse, apoyar el arma y buscar su objetivo con la mira telescópica. El disparo fue certero como para provocar la muerte de Heber Nieto", recuerda en detalle.
"Antes de que nadie pudiera casi darse cuenta que había caído en el techo el joven estudiante de 17 años, el policía de civil se introdujo en el vehiculo que se retiro. Todo esto lo digo de memoria, tendría que repasar la crónica para ajustar detalles, como si el Maverick se había quedado o volvió a recogerlo, oportunidad en que se lo vio volver a colocar el rifle en el piso del coche, dice.
"Hicimos un registro fotográfico que publicamos en primera pagina desde uno de los últimos pisos del edificio en construcción del BPS por el lado que da a la calle Arenal Grande. Se pudo señalar el punto donde actuó el francotirador y el ángulo y dirección del tiro asesino", especifica Porley.
"Ofrecimos la comparecencia del testigo al Juez Letrado de Instrucción de Turno, Dr. Díaz Romeu y se fijo un día y hora en su despacho. Pero cuando el testigo iba llegando, vio que se estacionaba el mismo Maverick frente al Juzgado y hasta reconoció a algunos de los que observó atentamente y de a no más de 15 metros aquella tarde. Tuvo miedo, dio media vuelta y luego me avisó. No quería exponerse más. Pero no lo logró. Poco después él y su esposa recibían insistentes llamados telefónicos amenazadores. Resolvió abandonar trabajo y todo e irse con su familia a Buenos Aires... Hoy vive y puede llegar a testificar", subraya el periodista.
