Entrevista a Ramón Torres Molina, militante histórico del peronismo. Hoy presidente del Archivo Nacional de la Memoria habla sobre su batalla contra la amnesia social.
La oficina de Ramón Torres Molina está en lo que fue la Escuela de Guerra Naval, a metros de donde funcionó el centro clandestino de detención de la Esma. Extraño sitio de trabajo para este ex preso político y abogado de 58 años que en la actualidad preside el Archivo nacional de la Memoria. Ahora, reflexiona ante Miradas al Sur sobre la naturaleza de su gestión: denunciar la represión estatal y reivindicar las luchas populares a lo largo de la historia del país a través de la recopilación y exposición de documentos y archivos referentes a las dictaduras que se fueron sucediendo.
–¿Qué fue y para qué se creó la Esma?
–Fue creada en la década del '20 por una donación municipal con la finalidad de establecer centros de educación. Así nació la Esma, que tenía por finalidad instruir a suboficiales. También funcionó la Escuela Superior de Guerra Naval para oficiales de alta graduación.
–¿Que papel jugó la Esma desde entonces en la política nacional?
–Al realizarse el golpe de Estado del 4 de junio de 1943 aquí se produjo un tiroteo contra las fuerzas del Ejército que avanzaban por la avenida Libertador a tomar la casa de Gobierno. Posteriormente, el 17 de noviembre de 1972 se produce una sublevación de oficiales y suboficiales. Fue en el mismo día de la vuelta de Perón a la Argentina. Apoyando su regreso, capturaron armas para intentar entregárselas a la población. Por este hecho fueron sometidos a un consejo de guerra aproximadamente 56 integrantes de la Armada, oficiales, suboficiales y conscriptos. Y fueron mantenidos en prisión hasta la amnistía del año 1973. Fue una paradoja, desde luego que los altos mandos de la Armada habían querido, en 1972, formar un grupo de tareas con funciones clandestinas, como el que existiría a partir de 1976.
–¿Cómo fue que la Esma se convirtió en un lugar emblemático de la represión?
–En parte, porque está situado en el centro de Buenos Aires y después de Campo de Mayo fue el centro ilegal por el que mayor número de personas pasó. Hay más sobrevivientes de la Escuela de Mecánica de la Armada que de Campo de Mayo por lo que tenemos mayores conocimientos sobre lo que ocurrió allí. Con las acciones de los grupos de tareas, se manifestó la disputa de poder que existía entre las distintas armas. Recordemos los antecedentes históricos. La Marina de Guerra, así se llamaba en ese momento, tuvo un rol protagónico en los hechos de 1955 cuando se derrocó a Perón, desempeñando un papel político fundamental a partir de esa fecha. Sin embargo, en las luchas entre azules y colorados de los años 62 y 63 la Armada pierde poder por las derrotas que sufre en esos enfrentamientos. Entonces, hay un intento permanente de ellos por recuperar el poder político. Los fusilamientos de Trelew, el 22 de agosto de 1972, forman parte de este intento por recuperar protagonismo. Y se acentúan a partir de 1976, a través de la Esma.
–¿Cómo fue recuperado para la memoria luego de que en la época de Menem hasta se quiso demoler sus instalaciones?
–En primer lugar, hubo una medida de no innovar propugnada por los organismos de derechos humanos, ya que era un elemento de prueba con relación a los hechos que se habían producido en el país. Se preservaba un lugar en el que se habían cometido delitos de lesa humanidad, aun cuando estaban cerradas las vías para acciones judiciales como consecuencia de la vigencia de las leyes de punto final, obediencia debida y decretos de indulto. En esa época se reivindicaba el derecho a la verdad y además era un centro donde habían nacido niños apropiados, a los que se les había sustituido la identidad. Con esos argumentos, se impidió la demolición de estos edificios. Luego, la acción del presidente Kirchner con relación a la reivindicación de la memoria, la verdad y la justicia y el impulso a una política de derechos humanos con la reapertura de los juicios, le otorga otro sentido y otro significado al lugar. Es así, como se resuelve el desalojo de la Armada.
–¿Cuál es el sentido de crear un espacio para la memoria en este lugar?
–Forma parte de la reivindicación de la memoria histórica, que es un enfoque que efectúan distintos sectores sociales, organismos no gubernamentales, organizaciones de derechos humanos, tendientes a reivindicar las luchas populares de distintas épocas y además, esclarecer la represión que se desarrolló en nuestro país. Si hacemos un análisis histórico tradicional, esas cuestiones han sido obra de historiadores aislados y eso provocó que durante más de cien años en nuestro país existiese una falsificación de la historia donde por ejemplo a un genocidio se lo llama Campaña del Desierto. Donde a personas que entregaron el patrimonio nacional se le levantan monumentos. Donde personas que tuvieron políticas genocidas, propugnando el exterminio de sectores de la población aborigen o criolla, como Sarmiento o Mitre, tengan lugares que los recuerdan o calles o también monumentos históricos. Esa investigación fue tarea de historiadores individuales y el esclarecimiento de esos hechos fue la labor de la historiografía tradicional. En cambio, la reivindicación de la memoria histórica la hacen sectores sociales en forma mucho más inmediata con los hechos que se produjeron. El análisis de esos hechos ha impedido que aquellos que participaron en delitos de lesa humanidad fueran consagrados como próceres. Hoy no hay ninguna calle que recuerde a los genocidas de la última dictadura.
–¿Cuál es la tarea desarrollada del Archivo Nacional de la Memoria?
–Su función es la de preservar los fondos documentales que tenía en ese momento la Secretaría de Derechos Humanos de la Nación: la Conadep que dio base al Archivo Nacional de la Memoria como resultado de la primera comisión de la verdad que funcionó en el mundo. Cuenta también con el fondo documental elaborado por la Secretaría de Derechos Humanos desde el año '84 y de material digitalizado, constituido por juicios que se han sustanciado y se sustancian por delitos de lesa humanidad. El ámbito de investigación o competencia del Archivo está referido a la represión estatal, o sea que no tiene límites cronológicos en el tiempo, puede investigar e incorporar materiales referidos a cualquier etapa que se vivió en nuestro país. Hay un grupo de investigadores que está en la búsqueda de documentación y análisis de otros temas no considerados o no existentes en el fondo documental. La tarea futura es la incorporación de fondos documentales que hace a otra etapa del proceso histórico de nuestro país. El Archivo Nacional de la Memoria es activo porque está brindando información a los juicios que se están desarrollando por delitos de lesa humanidad, al Ministerio de Defensa, para los ascensos del personal militar, de las fuerzas de seguridad, a las provincias que lo solicitan en lo que hace al ascenso de su personal o en los ámbitos de seguridad privada donde se analiza si las personas tienen o no antecedentes en este archivo. Esta es la importancia de un archivo especializado a diferencia de un archivo histórico tradicional.
–¿Qué información se puede obtener del archivo? ¿Cómo se accede?
–En el día de hoy, no toda la información está abierta al público. Se está por presentar un proyecto de ley para revertir eso. Por ejemplo, contamos con los boletines reservados de las Fuerzas Armadas. También hay distintas resoluciones que hacen que el material de la Secretaría de Derechos Humanos y relacionados con violaciones de derechos humanos sea confidencial. Nosotros se lo brindamos a los familiares, a organizaciones no gubernamentales defensoras de los derechos humanos y obviamente a la Justicia, sin ninguna restricción.
–¿Cómo está integrado, cuáles son la funciones y las atribuciones del Ente Nacional de la Memoria?
–Es tripartito y tiene jurisdicción sobre las 17 hectáreas que conformaron Esma. Esta integrado por la Ciudad de Buenos Aires a través del Instituto Espacio por la Memoria, por el Estado Nacional –específicamente, la representación del Estado Nacional se hace a través del Archivo Nacional de la Memoria– y un representante de organismos de derechos humanos.
–¿Cuál es el mensaje que se quiere trasmitir a la sociedad desde el Archivo Nacional de la Memoria?
–Primero, la difusión de lo que fue la represión estatal. No sólo de la última dictadura militar, sino hechos anteriores. Y por otro lado, destacar que frente a esos hechos hubo luchas populares destinadas a terminar con esa represión, con esos gobiernos dictatoriales que existieron en nuestro país.
Por lo tanto, estamos hablando de reivindicar nada menos que la memoria histórica.
