La Albert Einstein Institution: no violencia según la CIA

La no violencia como técnica de acción política puede ser utilizada con cualquier fin. En los años 80, la OTAN se interesó por su posible uso para organizar la resistencia en Europa después de una invasión del Ejército Rojo.
Hace quince años que la CIA la utiliza para derrocar gobiernos recalcitrantes sin provocar la indignación internacional. Para ello dispone de una vitrina ideológica: la Albert Einstein Institution del filósofo Gene Sharp.
La Red Voltaire revela la sorprendente actividad de esta oficina, de Lituania a Serbia pasando por Venezuela y Ucrania.
Desconocido para el público, Gene Sharp elaboró una teoría sobre la no violencia como arma política. Por cuenta de la OTAN y más tarde de la CIA, formó a los líderes de los golpes de Estado suave de los últimos quince años.
Desde los años 50, Gene Sharp estudió la teoría de la desobediencia civil de Henry D. Thoreau y Mohandas K. Gandhi. Para estos autores, la obediencia y la desobediencia son cuestiones morales o religiosas antes que políticas. Ambos oponen una ley superior a un orden civil.
Sin embargo, la práctica de sus convicciones tuvo consecuencias políticas, de manera que lo que consideraban como un fin en sí puede ser percibido como un medio. La desobediencia civil puede ser considerada entonces como una técnica de acción política, incluso militar.
En 1983, Gene Sharp crea el Programa sobre las Sanciones No Violentas en el Centro de Asuntos Internacionales de la Universidad de Harvard. Allí desarrolla investigaciones en ciencias sociales sobre el posible uso de la desobediencia civil por parte de la población de Europa occidental ante una hipotética invasión de las tropas del Pacto de Varsovia.
Simultáneamente, funda en Boston la Albert Einstein Institution con la doble misión de financiar sus investigaciones universitarias y de aplicar sus modelos a situaciones concretas. En 1985 publica una obra sobre Cómo Hacer que Europa sea Inconquistable [1] cuya edición europea incluye un prefacio de George F. Kennan, padre de la Guerra Fría.
En 1987, la asociación cuenta con subvenciones del Instituto de Estados Unidos por la Paz (U.S. Institute for Peace) y organiza seminarios para adiestrar a los aliados en la defensa mediante la desobediencia civil ante un ocupante comunista. El general Georges Fricaud-Chagnaud introduce así el concepto de «disuasión civil» en la Fundación de Estudios de la Defensa Nacional [2].
El general Edward B. Atkeson, a la sazón destacado por el ejército estadounidense ante el director de la CIA [3] , integra entonces el Instituto al dispositivo de la red stay-behind de ingerencia estadounidense en los Estados aliados.
La focalización sobre el carácter moral de los medios de acción permite evacuar todo debate sobre la legitimidad de la acción. La no violencia, que se admite como buena en sí misma y se asimila a la democracia, da un aspecto presentable a acciones secretas intrínsecamente antidemocráticas.
Es en 1989 cuando se produce el despegue de la Albert Einstein Institution. Gene Sharp prodiga entonces sus consejos a movimientos anticomunistas. Participa en el establecimiento de la Alianza Democrática de Birmania -una coalición de notables anticomunistas que logra rápidamente entrar al gobierno militar-, y del Partido Progresista Democrático de Taiwán -que milita por la independencia de la isla ante la China comunista, mientras que Estados Unidos se opone oficialmente a ella.
También unifica los diferentes grupos tibetanos de oposición en torno al Dalai Lama. Trata, además, de formar dentro de la OLP un grupo de disidentes capaz de llevar a los nacionalistas palestinos a renunciar al terrorismo [4], les procura una formación secreta en la embajada de Estados Unidos en Tel Aviv, en contacto con el coronel Reuven Gal [5], director de Acción Sicológica dentro de las fuerzas armadas israelíes.
Al darse cuenta del potencial que representa la Albert Einstein Institution, la CIA destaca ante ella a un especialista en acción clandestina, el coronel Robert Helvey, decano por aquel entonces de la Escuela de Formación de Agregados Militares de Embajadas.
«Bob» introduce a Gene Sharp en Birmania para que dé una formación ideológica a la oposición sobre la premisa de una oposición no violenta a la junta militar más sanguinaria del mundo, o sea criticar su falta de visión sin poner el sistema en tela de juicio.
Helvey hace así una selección entre los «buenos» opositores y los «malos» en un momento crítico para Washington: la verdadera oposición, dirigida por la señora Suu Kyi, marca puntos constantemente y representa una amenaza para el régimen pro estadounidense.
«Bob» hace su trabajo con facilidad, sobre todo porque conoce personalmente a todos los protagonistas por haber sido él mismo agregado militar en Rangún de 1983 a 1985 y haber participado en la estructuración de la dictadura. Jugando un doble juego, el coronel Helvey dirige simultáneamente una acción de apoyo militar clásico a la resistencia Karen: al armar y controlar una guerrilla limitada, Washington desea, en efecto, conservar un medio de presión sobre la junta militar.
Siempre presente, a partir de entonces, allí donde estén en juego los intereses estadounidenses, Gene Sharp y su asistente Bruce Jenkins llegan a Pekín en junio de 1989, dos semanas antes de los sucesos de Tiananmen. Ambos serán rápidamente expulsados por las autoridades chinas.
En febrero de 1990, la Albert Einstein Institution organiza una Conferencia sobre las Sanciones No Violentas que reúne a 185 especialistas de 16 países alrededor de los coroneles Robert Helvey y Reuven Gal. Nace así el principio de una internacional de la lucha anticomunista que movilice las poblaciones en una acción no violenta.
El profesor Thomas Schelling [6], célebre economista y también consultante de la CIA , se une al Consejo Administrativo de la Institution. El presupuesto oficial de esta sigue siendo estable aunque en realidad dispone de abundante financiamiento proveniente del International Republican Institute (IRI), una de las cuatro ramas de la National Endowment for Democracy (NED/CIA) [7].
Al mismo tiempo, los países bálticos proclaman su independencia. Al cabo de una prueba de fuerza con Mijail Gorbatchov, aceptan posponer la decisión por dos o tres años para dar tiempo a negociar los términos. Sin más espera, Gene Sharp y su equipo viajan a Suecia en octubre de 1990 y preparan allí a varios políticos lituanos para que organicen una resistencia popular al Ejército Rojo.
Meses más tarde, en mayo 1991, cuando estalla la crisis y Gorbatchov despliega sus fuerzas especiales, Gene Sharp sirve de consejero al partido separatista Sajudis (Grupo de Iniciativa por la Perestroika ). Durante la crisis, Sharp se mantiene cerca de Vytautas Landsbergis.
En junio de 1992, el ministro de Defensa de la Lituania independiente, Audrius Butkevicius, organiza un simposio de homenaje a la acción decisiva de la Albert Einstein Institution durante el proceso de independencia de los países bálticos.
Cuando Estados Unidos comienza su rearme, en 1998 [8], la Albert Einstein Institution se convierte en un instrumento más de una estrategia expansionista. Provee ideología y técnica a Otpor («Resistencia»), un grupo de jóvenes opositores al presidente Slobodan Milosevic.
Simultáneamente interviene en la provincia de Kosovo para orientar al LDK de Ibrahim Rugova. Rugova resulta inútil para la política de Washington durante la guerra de Kosovo, pero Otpor aparece rápidamente como una alternativa para derrocar a Milosevic, a la sazón más popular que nunca después de haber resistido a la OTAN.
El coronel Helvey forma a los cuadros de Otpor durante seminarios organizados en el hotel Hilton de Budapest. Los dólares corren a mares con tal de acabar con el último gobierno comunista de Europa. El encargado de dirigir localmente la operación es el agente Paul B. McCarthy, discretamente instalado en el hotel Moskva de Belgrado hasta que Milosevic dimite en octubre del 2000.
En septiembre de 2002, Gene Sharp se encuentra en La Haya para adiestrar a los miembros del Iraqi National Council que se preparan para regresar a Irak en la estela del ejército estadounidense.
En septiembre de 2003 es también la Albert Einstein Institution quien aconseja a la oposición poner en tela de juicio el resultado de las elecciones y organizar manifestaciones hasta obtener la renuncia de Eduard Shevarnadze [9], durante la «revolución» de las rosas, en Georgia.
Cuando el golpe de Estado fomentado por la CIA fracasa en Venezuela, en abril de 2002, el Departamento de Estado recurre también a la Albert Einstein Intitution. Esta aconseja a los dueños de empresas durante la organización del referéndum revocatorio contra el presidente Hugo Chávez. Gene Sharp y su equipo guían a los dirigentes de Súmate durante las manifestaciones de agosto de 2004.
Siguiendo una técnica que ya se ha hecho clásica, estos últimos lanzan acusaciones de fraude electoral y exigen la salida del presidente. Logran sacar a la calle a la burguesía de Caracas, pero el apoyo popular al gobierno de Chávez es demasiado fuerte para permitir que sea derrocado. En definitiva, los observadores internacionales no pueden hacer otra cosa que reconocer la legalidad de la victoria de Hugo Chávez.
Gene Sharp fracasa en Bielorrusia y Zimbabwe al no haber podido reclutar y adoctrinar a tiempo la cantidad de manifestantes necesaria. Durante la «revolución» naranja, en noviembre de 2004 [10], volvemos a encontrar en Kiev al coronel Robert Helvey.
Finalmente, es de destacar que la Albert Einstein Institution ha comenzado a adiestrar agitadores iraníes.
Y ¿por qué «Albert Eistein»? Se trata de un nombre que sirve para evitar las sospechas. El primer libro de Gene Sharp sobre el estudio de los métodos de Gandhi, comienza por un prefacio firmado por Albert Einstein. Pero, la obra fue redactada en 1960, cinco años después de la muerte del sabio.
Por consiguiente, Albert Einstein no escribió el texto para la obra de Sharp. Este último no hizo que reproducir en su libro un artículo del científico sobre la no violencia.
