Injerencia militar de Estados Unidos en el mundo.

I.- Introducción

Históricamente el hombre ha tenido instintos de apropiarse de las cosas que no le pertenecen -territorios de caza, pastoreo, cuevas, lagos, naturaleza, recursos, mujeres- y matar para obtenerlos. Es un instinto natural que el desarrollo de la civilización sometió y reprimió en el plano individual, mas no en lo colectivo, a tal grado que el despojo y la violencia ejercidos por un ente estatal a través de las guerras de conquista, incluso para apropiarse de pueblos y territorios enteros, fueron considerados dignos de admiración. Por consiguiente, proveer a la defensa propia ha constituido desde el comienzo de la humanidad, una de las tareas primordiales de toda comunidad.

El hombre comenzó a refugiase en grutas y en lo más profundo de los bosques, o levantó empalizadas para proteger sus carpas fabricadas de pieles y ramas. La tendencia a protegerse detrás de un reparo físico, natural o artificial, cualesquiera que sea, permanece en el tiempo: el hombre construye sus ciudades junto a mantos de agua, cerca de los recursos para sobrevivir, en cimas de difícil acceso, las rodea de muros; bajo esa protección se han desarrollado modos de vida, culturas con características e identidades distintas, tal como ocurrió en la polis griega y en la Roma antigua.

Cuando el Estado supera los límites de la ciudad y engloba territorios cada vez más vastos, las barreras de protección se trasladan a confines externos: los límites imperiales, la muralla china, la muralla de Adriano…, que al sobreponerse y entrelazarse con otras se teje una red compleja de intereses de alta conflictividad. (Jannuzzi, 2005)

Así las cosas, esta necesidad de protección física recorre toda la antigua historia militar y llega hasta nuestros días, adaptándose a la evolución del arte militar: la línea Maginot, la muralla Atlántica, el muro Israel-Palestina, el muro de Berlín, etcétera. No obstante lo tradicional y conservador del pensamiento militar, la innovación de las armas fueron cambiando la manera de hacer la guerra. Los muros y las trincheras se volvieron obsoletos con el advenimiento de la artillería y la aviación. Pero la necesidad de la protección física nunca ha decrecido: las defensas antiaéreas cada vez más complejas y sofisticadas, y el escudo estelar estadounidense no son más que intentos por levantar una barrera física alrededor del territorio contra la amenaza por todo cuanto pudiera llegar proveniente del aire.

Así las cosas, la protección física a través de desarrollos e idóneos instrumentos militares, las comunidades humanas naturalmente se han proveído de su propia seguridad. Al comienzo los ejércitos fueron vistos como medios para desalentar la agresión externa o reprimirla en caso de que ésta tuviera lugar (Si vis pacem, para bellum). Resulta interesante hacer notar que esta concepción romana del uso militar, que prefigura la doctrina moderna de “amenaza”, aparece con mayor medida en las sociedades y en los períodos de orientación democrática, en lo que resulta políticamente difícil comenzar a conducir guerras que no sean de defensa del país o de sus intereses percibidos como vitales o elementales.

Paralelamente, además de recurrir a las barreras físicas y fuerza militar, los Estados también confiaron su propia seguridad a los mecanismos diplomáticos: tratados de amistad, pactos de no agresión y alianzas político-militares. En la acepción clásica de seguridad, estos mecanismos estuvieron políticamente ligados a momentáneas convergencias de objetivos, a cuyo interés solidario permanecen subordinados al variar los intereses individuales de cada Estado; en el contexto a menudo el aliado en el papel fue visto con mayor sospecha que el enemigo declarado, o fue considerado como un potencial enemigo.

Por lo general, los arreglos diplomáticos carecieron de un sustrato ideológico y de las razones que complementaran las razones geopolíticas siempre prevalecientes de carácter sincrético, es decir, la conciliación de adversarios o alianza de opuestos en torno a un propósito común. Por ejemplo, las guerras de religión, vieron aliarse a la Francia católica con los príncipes protestantes de Alemania contra el Emperador Carlos V, católico también. Cuando históricamente Francia y Alemania habían estado en disputa.

No debe negarse el papel de los tratados en los equilibrios y desequilibrios del cambiante juego de las relaciones internacionales, pero a menudo se trató de construcciones de difícil funcionamiento en el terreno y en una permanencia a ser abandonadas o invertidas como lo ha probado la historia. (Jannuzzi, 2005)

Tal cual lo define Hans J. Morgenthau en su libro “La lucha por el poder y por la paz”, a través de la teoría del realismo político, la política internacional es analizada como un supuesto que debe comprobarse de un modo empírico y pragmático y no a priori. Por tanto, para valorarlo debemos apartarnos de aquellas nociones abstractas y preconcebidas y de conceptos ajenos a la realidad; el propósito de esta suposición, es aportar orden y significado a un complejo de fenómenos que de otra manera parecerán desconectados e ininteligibles. Así las cosas, Morgenthau visualiza la política internacional a través del concepto del interés definido en función del poder; este concepto, nos provee del eslabón que procura entender la política internacional y los hechos que deben comprenderse.

En este sentido, Max Weber refuerza la teoría de Morgenthau: “las acciones de los hombres se ven dominadas por intereses, y no por ideas”. Sin embargo, las imágenes del mundo creadas por estas ideas, con frecuencia han servido para determinar las vías donde el dinamismo de los intereses continúa impulsando las acciones. (Morgenthau, 1963)

II.- Alianzas regionales

Las alianzas regionales son vínculos establecidos entre diferentes Estados con intereses comunes en una zona geográficamente delimitada. La función tradicional de una alianza es de orden militar: su principal objetivo es garantizar la seguridad de los países miembros frente a potenciales agresores. Los miembros de la alianza, unidos por un tratado, se garantizan una asistencia mutua en caso de invasión del territorio de alguno de ellos por una potencia extranjera. Las alianzas realizadas después de finalizar la II Guerra Mundial son exclusivamente de carácter defensivo; se sitúan en el marco de una estrategia de disuasión, generalmente de carácter regional. A lo largo de la segunda mitad del siglo XX, parece que la finalidad de las alianzas ha evolucionado, al adquirir las relaciones económicas tanta importancia como los vínculos estratégicos; estas alianzas tienden cada vez más hacia una integración política y económica de los países miembros.

1.- Las organizaciones político-militares

Cuando Francia, Gran Bretaña, Bélgica, Países Bajos y Luxemburgo firmaron el Tratado de Bruselas (1948), estableciendo una alianza defensiva dirigida principalmente contra el bloque soviético, se esbozó la creación de una organización político-militar común. La experiencia de la guerra había demostrado lo difícil que resultaba establecer un mando único durante los combates. Se trataba, pues, de establecer en tiempo de paz un mando único, que se materializó en la creación de un Estado Mayor interaliado en Fontainebleau. La Unión Europea Occidental (UEO), fundada en 1955, recogía las cláusulas del Tratado de Bruselas, aceptaba el ingreso de nuevos miembros y se dotaba de un Consejo de Ministros y de una Asamblea. De la misma manera, la Organización del Tratado del Atlántico Norte (OTAN), fundada en 1949, que selló la alianza entre diversos países de Europa Occidental y Estados Unidos, cuenta con un consejo permanente. La alianza es tanto política como militar y la organización de una defensa común corre pareja con el acercamiento de las respectivas políticas exteriores. El objetivo de la OTAN no es sólo “salvaguardar la paz y la seguridad” en el Atlántico Norte, sino también “desarrollar la estabilidad y el bienestar” en la zona.

En el bloque antagónico, el Pacto de Varsovia (acuerdo de defensa recíproco firmado por los países comunistas de Europa Oriental en 1955) estableció igualmente un mando unificado. Además de una alianza militar, constituía un instrumento político para asegurar el dominio de la Unión Soviética sobre el bloque comunista. El Pacto se disolvió el 1º de julio de 1991, cuando se produjo el hundimiento de los regímenes comunistas y se rompieron los lazos de dependencia mutua.

2.- Otras alianzas

En un contexto internacional marcado por la Guerra fría y por la emergencia política de los países en vías de desarrollo (como consecuencia del movimiento de descolonización), las alianzas que entonces vieron la luz pretendían reforzar la cohesión política en el ámbito regional: la Organización de Estados Americanos (OEA) en 1948, la Organización del Tratado del Sureste Asiático (SEATO) en 1954, la Liga Árabe en 1945 y la Organización para la Unidad Africana (OUA) en 1963, respondían a estas intenciones. El grado de integración variaba considerablemente de una estructura a otra; si bien los países miembros de estas organizaciones, desde 1950 estaban unidos por un pacto de asistencia mutua o de defensa común, ellas nunca contaron con fuerzas permanentes. La OUA se basaba prácticamente sólo en un principio unificador: la inviolabilidad de las fronteras heredadas del periodo colonial.

3.- La Integración

La idea de que la cooperación económica es una garantía de estabilidad y por tanto, de seguridad, se impuso durante la segunda mitad del siglo XX. Se pueden distinguir dos movimientos o tendencias: por un lado, las alianzas cuya primera finalidad era garantizar la seguridad colectiva de sus miembros y que tienen como objetivo la búsqueda de una unión económica; por el otro, las uniones selladas sobre la base de la cooperación económica que tienden a una integración política y militar. En 1961, el presidente de Estados Unidos, John F. Kennedy, intentó dar un contenido económico al panamericanismo con la creación de la Alianza para el Progreso. La OEA, sin embargo, no logró poner en práctica una verdadera cooperación económica y social. Ésta pasa por múltiples uniones, de dimensiones más restringidas en el caso del Mercosur, el Mercado Común Centroamericano (MCCA), la Comunidad Andina o la Comunidad del Caribe, o más amplias, como la Asociación Latinoamericana de Integración (ALADI).

En el continente africano, la cooperación se ha organizado igualmente a escala regional: los países de la llamada zona del franco forman la Unión Aduanera y Económica del África Central (UDEAC) y la Comunidad Económica de los Estados de África Occidental (ECOWAS); los países de la zona de los Grandes Lagos tienen su propia comunidad económica; el África austral, tras la reintegración de Sudáfrica al contexto africano, se ha estructurado en torno a la Comunidad para el Desarrollo del Sur de África (SADC). Esta organización pretende rebasar su estricta vocación económica para convertirse en una fuerza diplomática regional, a semejanza de la ECOWAS, formada en torno a Nigeria. Si bien la ECOWAS no ha logrado desarrollar la integración económica de sus miembros, ha resultado en cambio un ejemplo útil de mediación en los conflictos locales. De este modo, los países de la ECOWAS formaron una fuerza de interposición en Liberia (ECOMOG). La OUA, paralizada desde hace tiempo por diferencias políticas entre sus miembros, intenta ahora ejercer una mayor influencia desde el punto de vista tanto económico como diplomático. En 1991 sus países miembros firmaron el Tratado de Abuja, que aspira a la instauración de una comunidad económica panafricana antes del año 2005. Paralelamente, en 1993 afirmaron su voluntad de constituir a escala continental una fuerza militar disponible para intervenciones como la que se efectuó en Liberia.

Un movimiento similar tuvo lugar en Asia, donde la Asociación de Naciones del Sureste Asiático (ASEAN), ejemplo de cooperación económica, social y cultural fundado en 1967, creó en 1994 un foro regional que pretende ser un organismo de seguridad para Asia, a semejanza de la Organización para la Seguridad y la Cooperación en Europa (OSCE). Concebida originalmente como un foro de diálogo entre los países de la OTAN y los del Pacto de Varsovia destinado a favorecer la cooperación económica y tecnológica, así como la libre circulación de las personas y las ideas, la OSCE, heredera de la Conferencia sobre Seguridad y Cooperación en Europa, reforzó sus estructuras en julio de 1992 (todavía con su antiguo nombre) mediante el documento de Helsinki, que analizaba las consecuencias de los cambios producidos en las relaciones entre Europa Occidental y Oriental. Su misión se amplió especialmente a las operaciones de mantenimiento de la paz. Paralelamente, el proceso de integración política se aceleró en el seno de la Unión Europea (UE). El Tratado de Maastricht, firmado en febrero de 1992, preveía la implantación de una política exterior y de seguridad común (PESC). En este marco, la UEO, cuyo poder era limitado, debería tender a convertirse en una estructura autónoma de defensa, en el seno de la OTAN. La ampliación de esta organización a los países del antiguo bloque comunista es una de las principales metas de las relaciones internacionales en los próximos años. (Encarta, 2006)

III.- Expansión militar

La necesidad que los estrategas de Washington esgrimen para justificar la prolongación de la alianza militar articulada durante la Guerra Fría, más allá del eslogan promocional “más democracia, estabilidad y democracia para Europa”, es la de evitar el aislacionismo en que incurrió EU tras la I Guerra Mundial, durante el período 1919-1939, el cual es una de las causas que abonó el camino para desencadenar la II Gran Guerra. Según esto, el derrumbamiento del bloque soviético dejó un vacío de poder que condenará a la región a ser una “zona gris” y un conjunto de naciones débiles despertará el apetito geopolítico de sus vecinos con lo que la estabilidad del continente será nuevamente puesto en entredicho.

EU declaró que la caída de la cortina de hierro no debe ser sustituida por un “velo de indiferencia” y adoptó un discurso propio del pensamiento de la escuela realista del pensamiento político para argumentar que “una zona gris de inseguridad no debe emerger en Europa”, pues de ser así y si la OTAN no lo previene ahora “pagaremos un precio mucho mayor más adelante”. La región intermedia entre Rusia y Alemania es concebida como una zona custodiada por esas dos potencias depredadoras y a la que el vaivén de la historia ha atado a una especie de ley, según la cual cuando una de la dos se debilita da ocasión para que la otra extienda su influencia, de ahí que se justifique la presencia e interposición estadounidense en términos de la estabilidad europea. Este razonamiento supone que la garantía de seguridad que permite a los países de Europa central afirmar su soberanía frente a Rusia y Alemania sólo puede provenir de su supeditación a la influencia de otra potencia: los Estados Unidos. Así las cosas, ninguna potencia mundial, menos EU, toma una decisión importante de tipo militar si no hay detrás un motivo como:

La reorganización geoestratégica y ocupación de los territorios;
El control de las rutas marítimas;
La apropiación de los recursos naturales, de los bancos de biodiversidad, de los mantos de agua dulce y del petróleo principalmente. (Ceceña Martorella, 2007)
Ésta y no otra, es la razón para que EU reactive su IV Flota Naval en la lucha por mantener su hegemonía global. Una maniobra encubierta bajo el manto de ayuda humanitaria y de protección de los mares latinoamericanos; basta recordar lo que sucedió en las Malvinas en 1982, durante el conflicto Reino Unido y Argentina. EU en apoyo a Inglaterra violó el Tratado Interamericano de Asistencia Recíproca (TIAR), pacto de defensa mutuo interamericano firmado en Río de Janeiro en 1947. Según el artículo 3.1 dice: en caso de un ataque armado por cualquier Estado contra un Estado Americano, será considerado como un ataque contra todos los Estados Americanos, y en consecuencia, cada una de las Partes contratantes se compromete ayudar a hacer frente al ataque en ejercicio del derecho inminente de legítima defensa individual o colectiva que reconoce el Artículo 51 de la Carta de Naciones Unidas. 1.- Estrategia de Seguridad de Estados Unidos

Decía George Walker Bush en 2002, al anunciar al mundo las estrategias de seguridad de los EU: “Somos una fuerza militar sin paralelo, tenemos el derecho de actuar en todo el mundo para imponer la economía de mercado y garantizar la seguridad energética, podemos atacar a quien consideremos una amenaza o a cualquier país que pueda convertirse en una competencia militar”. (Longo, 2004)

El derecho de actuar en todo el mundo y la posibilidad de atacar a los posibles competidores tiene objetos concretos:

Eliminar la soberanía de los pueblos;
La exclusión política y económica;
Defender los intereses de las transnacionales, que van de la mano con las políticas de Estado;
Apropiarse de los recursos naturales;
Eliminar las leyes internas que impidan la explotación de los mismos; y
Liberar aún más los mercados.
Se trata de un proyecto amplio que incluye además:

La conformación de nuevos espacios geoestratégicos;
La dominación y ocupación de territorios, basada en una hipótesis de guerra;
Rediseñar el mapa de la región y la del mundo para favorecer a las multinacionales y al imperio, desplazando poblaciones enteras ahí donde hay riquezas naturales que persigue el capital y para esto se sirve de la corrupción y de la fuerza para borrar los gobiernos que molestan.
La recolonización de nuestros conocimientos, de nuestros saberes, de nuestras culturas;
Despojo de nuestra propiedad intelectual y de la memoria ancestral que poseemos como pueblos. (Longo, 2004)

2.- Fuerzas militares de Estados Unidos

Las fuerzas armadas combinadas de EU que superan los dos millones de efectivos, esparcidos en los cinco continentes, son las que poseen el mejor y más sofisticado equipamiento, la óptima tecnología, el mejor entrenamiento y por si fuera poco, sus soldados todos, son profesionales y los mejor pagados del planeta.

Necesitan sumarse cinco fuerzas armadas de las más potentes del mundo para igualar el poder militar estadounidense; un hecho sin precedente en la historia después del poderío militar de Roma que absorbió a más de 40 país del entonces mundo conocido. (Altercom, 2005)

3.- Doctrina

El Manual Confidencial Militar de Contrainsurgencia, podría ser descrito críticamente como “lo que aprendimos sobre el manejo de escuadrones de la muerte y el apuntalamiento de gobiernos corruptos en Latinoamérica y cómo aplicarlo en otros sitios”. Su contenido es definidor de la historia para Latinoamérica y, considerado un continuo rol de las fuerzas especiales de EU en la represión de la contrainsurgencia, incluyendo Irak y Afganistán, pero sobre todo su puesta en práctica en Centro América: Guatemala y El Salvador.

El manual propugna directamente:

El entrenamiento de paramilitares;
La vigilancia generalizada;
La censura;
El control de la prensa; y
La restricciones a los sindicatos y partidos políticos.
Impulsa abiertamente:

El allanamiento sin mandato judicial;
La detención sin acusación bajo diversas circuntancias; y
La suspensión de habeas corpus o el recurso de amparo.
En sus operativos aboga:

Por el empleo de terroristas;
El procesamiento de individuos acusados falsamente por terrorismo;
Realización de operaciones bajo bandera falsa;
Ocultamiento ante la prensa de los abusos de derechos humanos.
Igualmente defienden el uso de subterfugios y operaciones psicológicas, propanganda para que estas medidas y otras de control de la población y del saqueo de recursos sean aceptables. (Unidos, 1994/2004)

Ahora EU pretende absorber al mundo, incluso el espacio sideral. Posee el mayor y más poderoso ejército de tierra integrado en seis comandos.

4.- Bases Militares

EU cuenta con 4500 bases militares dentro de su territorio y 823 fuera de él: 21 en América -6 en Colombia-; 513 en Europa; 36 en Asia Central; 248 en Asía-Pacíficio-Oceanía; y 5 en África; en una extensión que ocupa más de 2.5 millones de hectáreas en los cinco continentes. No se incluyen 106 bases militares instaladas desde 2005 en Irak y Afganistán, ni las contruidas en Israel, Qatar, Kirquizistán y Uzbequistán; tampoco las 20 bases de EU que comparten con el ejército turco.

Además el Pentágono indica que posee 32,327 cuarteles, hangares, hospitales y otros edificios en sus bases en el extranjero y que renta 16,527 instalaciones. Durante el año fiscal 2005-2006 contrató para esos enclaves a un millón de personas.

Las bases militares extranjeras están concebidas para apoyar el poder militar de EU en todo el mundo, pero al mismo tiempo sus consecuencias más visibles y cotidianas se hacen sentir en el ámbito nacional. (Altercom, 2005)

EU pide permiso, firma un tratado o convenio con un país ubicado en cualquier parte de la tierra para instalar una base militar, y así comienza una turbia relación de neocolonialismo y dependencia con el país sometido, que cosecha en ambudancia una serie de delitos y problemas sociales que a su vez, degenera en violaciones infames de derechos humanos incluso dentro de los propios EU, y crecen incontrolables en los pueblos conquistados, porque una base militar extranjera es una ocupación militar y, por tanto, un símbolo histórico del sometimiento y subyugación colonial, razón suficiente para repudiarla con patriotismo y desprecio.

Actualmente los pueblos del mundo han adquirido plena conciencia del significado de la soberanía nacional, de la dignidad de la patria, de la trascendencia de tener una nación libre e independiente, y son esos pueblos los que rechazan y repudian en todo el planeta la presencia militar de las bases militares de EU y de cualquier potencia guerrerista. 5.- Distribución de los Comandos (Kaplan, 2007)

A.- En América

Comando Norte (USNORTHCOM) formado en abril 2002 entró en operación el 1º de octubre de ese mismo año. (Aéreo, 2008)

Jurisdicción: Desde el Polo Norte abarcando Alaska, Canadá, Estados Unidos hasta el límite sur de México con Belice y Guatemala. Articula la Alianza para la Seguridad y la Prosperidad de América del Norte (ASPAN) y el Plan México. (Estado, 2005)

El Comando Norte anticipa y conduce la defensa de la patria y lleva a cabo operaciones de apoyo a las autoridades civiles dentro de la zona de responsabilidad asignada a defender, proteger y asegurar a los EU y sus intereses.

Misiones:

Defensa de la patria;
Apoyo a las autoridades civiles. (Aéreo, 2008)

Comando Sur (USSOUTHCOM)

Jurisdicción: Desde Guatemala y Belice hasta la Antártida -Polo Sur-, abarcando Cuba, Centro América, las Antillas y Sudamérica. Cubre una superficie total de 40,4 millones de K2 extensión que ocupan 30 países que componen el subcontinente; desde el punto de vista global interviene en un espacio del 20% del macizo continental.

El golpe perpetrado en suelo ecuatoriano a las FARC el primero de marzo pasado en Sucumbíos, es la muestra de las operaciones que realiza este comando.

Este destacamento militar le es indispensable a EU:

Para garantizar la seguridad de sus intereses en la región; y
Controlar el acceso a los recursos estratégicos tales como el petróleo y las reservas de agua dulce de la Amazonia y del Guaraní, entre otros.
El comando trabaja de manera cooperativa con las fuerzas militares del Perú, El Salvador, Brasil, Honduras, Paraguay, Guatemala y Chile. (Dufour, 2008)

B.- En Europa

Comando de la Unión Europea (USEUCOM)

Jurisdicción: Desde Groenlandia, toda Europa y Rusia; abarca la plataforma continental norte de Europa y Asia.

C.- En Asia Central/África

Comando Central (USCENTCOM)

Jurisdicción: Asia Central y el cuerno de África: Desde Kazajstán, Afganistán, Pakistán, Irán, Irak, la Península Arábiga hasta la parte noreste de África, Egipto, Sudán, Etiopía, Somalia y Kenia.

D.- En el Sudeste Asiático

El Comando Asia/Pacífico (USPACOM)

Jurisdicción: Desde la India, China, Japón, Australia y Nueva Zelanda; abarca el sudeste del continente asiático y Oceanía.

E.- En África

El Comando de África (USACOM)

Jurisdicción: El continente africano excluyendo la parte noreste que colinda con el Mar Rojo, el Mar Arábigo y el Océano Índico por formar parte de la jurisdicción del Comando Central.

Este comando es de reciente creación; anteriormente aparecían cinco bases militares cuya actividad se encubría con el velo de la “ayuda humanitaria”.

6.- Flotas Navales

EU cubre los océanos y mares del mundo con siete flotas navales:

A.- I Flota Naval es la más antigua y está prácticamente desactivada.

B.- II Flota Naval

Jurisdicción: Parte del Atlántico Norte, costa este de EU y la oeste de África.

C.- III Flota Naval

Jurisdicción: Norte y Este del Pacífico.

D.- IV Flota Naval

Jurisdicción: Este del Pacífico sur y Oeste del Atlántico sur, latinoamericanos.

La sede central está en la ciudad portuaria de Maryland. Aunque la Flota no tenga completa su formación total, en esa ciudad por lo menos existen 21 navíos estacionados y seis escuadrones de helicópteros de la marina estadounidense.

La IV Flota Naval, desde el punto de vista operacional, está subordinada al Comando Sur (USSOUTHCOM).

E.- V Flota Naval

Jurisdicción: Golfo Pérsico, Golfo de Omán, vigilando el estrecho de Ormuz y el Mar Arábigo en el Océano Índico.

F.- VI Flota Naval

Jurisdicción: Mar Mediterráneo.

Sin embargo, EU asegura que se dispuso reactivar la IV Flota Naval:

Para dar respuesta a desastres naturales;
Realizar operaciones humanitarias y de asistencia médica;
Combatir el narcotráfico; y
Cooperar en temas ambientales y en tecnología.
EU negó que la flota incluya un portaviones, aunque sí admite que el George Washington podría “pasar” por la región y unirse eventualmente a la IV Flota. Y agrega, la formación “no tiene capacidad ofensiva, ni portaviones, ni barcos de guerra. Su buque más grande es un hospital”.

Si toda esta información no es suficiente para determinar el poderío militar de EU y la militarización global, cuenta además con el NORAD que en este año cumple 50 años de existencia; y no entra en este análisis la fuerza aérea.

Además, están los recientes descubrimientos de los megacampos petrolíferos en la costa brasileña; hay más de 300 kilómetros mar adentro y debajo de la plataforma continental, en áreas que hace algún tiempo los técnicos llaman “pré-sal”. Las reservas estimadas y deducidas de la cuenca de Santos, Campos y algunas otras zonas del noreste pueden colocar a Brasil en el mismo nivel que el de las llamadas “Siete Hermanas” de la industria del petróleo, pudiéndose situar entre los tres mayores productores de petróleo del planeta. Algunos técnicos y especialistas afirman que Brasil puede haber aumentado sus reservas en 50 mil millones de barriles de petróleo, casi cinco veces más que el total de la producción de hoy en día.

El término de la Guerra Fría y la expansión militar de la OTAN nos aboca al estudio sistémico de las interacciones económicas y políticas internacionales y regionales más recientes, y de las transformaciones globales que desde finales del siglo XX se perciben en la articulación geoeconómica y geopolítica del capital.

Presenciamos manifestaciones claras de antagonismo del sistema global de interacciones económicas, políticas y estratégicas en un contexto deteriorado de polarización global, derivada de una masiva e irracional redistribución regresiva de la riqueza, del colapso ambiental y del agotamiento de los recursos estratégicos, no sólo de los combustible fósiles y minerales del planeta, sino también de los bióticos, del agua y de la biósfera requerida para el sostenimiento de la vida. Los efectos de la globalización del sistema capitalista neoliberal, si bien ha resultado negativo para los pueblos de la periferia, para el gran capital ha sido jugosa. Sin embargo, el neoliberabilismo también presenta fisuras que desde el imperio tratan de cerrar. En esta caótica coyuntura del siglo XXI, EU ha tomado la ofensiva para restablecer su hegemonía global y organizar, en función de ella, el sistema mundial en todas sus dimensiones: económicas, políticas y militares.

La visión estratégica de EU, a la que se han sumado los europeos, cuyos elementos inseparables unos de otros son la mundialización desregulada de los mercados, y el uso de su potencia militar y la de la OTAN como fuerzas policiales con cubertura universal, tiene como objetivo la construcción de un mundo unipolar, de un gobierno global organizado sobre los principios complementarios: la dictadura unilateral del gran capital transnacional y el despliegue del imperio militar estadounidense al que todas las naciones estarían obligadas a subordinarse.

Por tanto, ante esta circuntancia de visión unipolar hay que oponer otra de carácter multipolar, como única estrategia que permitiría el desarrollo social aceptable para las diferentes naciones del mundo y a la vez la democratización de las sociedad y la reducción de los motivos de conflicto.
