Más de una semana después, puedo sentarme a ordenar algunas ideas. Me anonadó tanto odio y desprecio a la vida. Anduve tratando de entender las razones que primaron en la conducta de personas con quienes, muchas veces, compartí preocupaciones y busqué encontrar soluciones. Pero ahí estaban los hechos, los tenaces hechos que no pueden borrarse, aunque se empeñen en hacerlo con vergonzosas triquiñuelas.
Copio argumentos: “El gobierno está politizando el tema”, “como ya he dicho antes, este caso está plagado de vicios”, “lo que estamos viendo es una trasgresión de las normas”, lo ha “enviado a San Pedro por un supuesto delito”, “que se respete el estado de derecho, que no se trasgreda la ley”, “hay una evidente persecución política”, “el gobierno quiere hacer prevalecer un estado de sitio ilegal”.
Todas estas frases fueron dichas en apoyo de quien es señalado como el responsable de una masacre. Demuestran que ni uno solo de ellos, ha entendido que, aquello que llaman estado de derecho, es y ha sido siempre un conjunto de reglas que da impunidad a los actos de un grupo privilegiado. Es el caciquismo elevado a la categoría de Estado, algunas veces nacional y generalmente local.
Los brutales hechos
Durante tres semanas, Bolivia vivió el negro panorama de la violencia desatada por una minoría que, derrotada en la consulta popular, recurrió al vandalismo para sembrar el pánico y la zozobra. Lo lograron al punto de paralizar la acción de los sectores populares.
Por orden de los comités cívicos y prefectos opositores, en varias ciudades fueron allanadas las oficinas del gobierno central, destruido archivos, robado máquinas y muebles, golpeado y humillado a humildes trabajadores y, en fin, desbordado toda la ira de su derrota.
Las organizaciones sociales, que le habían dicho SI al programa de cambios, que habían confiado en que la oposición entendiese el sólido argumento del voto, comenzaron a reaccionar con el único instrumento que tienen: su movilización, su presencia masiva, que es como se expresa su unidad de conciencia. Marcharon hacia Cobija, la capital del departamento Pando, donde el prefecto y los comiteístas se habían apoderado del aeropuerto y de las oficinas públicas, del mismo modo que en otras ciudades.
Bastó que se conociera esa marcha, para que el prefecto y el comité cívico ordenaran impedir que llegaran. La orden fue drástica: a como de lugar. Se apoderaron de maquinaria pesada y cavaron profundas zanjas que, por supuesto, impedían el paso de vehículos. Los campesinos bajaron de los vehículos y comenzaron a caminar. El silencio de los vocingleros
He revisado los periódicos de los días siguientes a esa matanza. Los analistas guardaron silencio. Posiblemente estaban anonadados; habrá que reconocerles esa posibilidad. Pero no los encontré más adelante. Y cuando hablan, lo hacen en defensa del prefecto que ordenó la toma violenta de las oficinas públicas, que dispuso la movilización de los empleados de la prefectura, que autorizó el uso de maquinaria pesada, que sabía y posiblemente instruyó el uso de armas de fuego.
El gobierno dictó estado de sitio en Pando. No lo hizo en Santa Cruz, Beni, Tarija, donde también se desató la violencia de los caciques locales. La fuerza pública debió enfrentar a los matones que mataron a un recluta. Hubo que efectuar un operativo militar para ir ocupando, lentamente, la ciudad de Cobija. Recién entonces pudo ser detenido el prefecto que había provocado esta masacre y el vandalismo anterior. También hubo detenciones de quienes son acusados de haber cometido los crímenes o ser instigadores y cómplices de aquellos.
Recién entonces, comenzaron a manifestarse los analistas. Uno de los más conspicuos calificó esta masacre como “un argumento demasiado fuerte”; ese es el respeto que tiene por la vida de los demás. Otro de los más conocidos se contenta con decir que fueron a la guerra (los prefectos), pero no estaban preparados; le faltó decir que se preparen la próxima vez. Podríamos seguir con otros vocingleros. No habría que ocuparse de ellos, si no fuese porque la sucia campaña mediática los usa como punta de lanza.
Decir que, el gobierno está vulnerando lo ley, por dictar un estado de sitio, por mantener en prisión a quien es el principal responsable de los hechos, muestra que, cuando hablan de un Estado de derecho, simplemente defienden los privilegios de los caciques.
Similar papel juegan los magistrados que se apresuran a reclamar su autoridad para ejercerla en beneficio del culpable. Y tienen razón: como ellos pertenecen al régimen que agoniza, lo defenderán hasta el último momento.

Con el dolor que aprieta fuerte todavía, seguimos adelante. Se han sentado las bases de un diálogo. Están obligados, porque perdieron en las urnas y en las calles. Tratan, todavía, de mantener una cuota de prepotencia, pero ya no pueden callar a la mayoría que ha tomado nuevamente su terreno y que no les dará tregua.
Puede ser esta misma noche o en los próximos días, pero los prefectos deben saber que hay un gobierno central, paciente pero decidido a llevar adelante los cambios que son necesarios para encontrar la dignidad de todos los bolivianos y bolivianas.
